Frank was a US House of Representatives member from Indiana
who was born in Philadelphia, PA on June 12, 1939.
He graduated from Bishop Kendrick High
School, in Norristown, PA in 1957 before joining the United States Air Force
where he honorably served until 1961.
After leaving the military Frank enrolled in and
received
his Bachelors Degree from Indiana University in Bloomington,
IN in
1968. He was awarded his law
degree from Indiana University School of Law
in 1971.
Frank worked as a newspaper reporter before becoming
a lawyer in private practice. He served as Mayor of Bloomington,
IN from 1972-1982 and then was elected as a Democrat to the Ninety-eighth US Congress
serving from January 3, 1983
to January 3, 1985.
In
one of the closest elections in US history,
Congressman
McCloskey was
reelected to the Ninety-ninth Congress pursuant to
US House
Resolution 146, finally taking his seat on May 1, 1985.
Frank was reelected to the four succeeding
Congresses serving until
January 3, 1995. After serving the citizens of
the 8th District for 12 years he was then elected
and held the position of Monroe County Democratic Party
Chairman.

died on November 2, 2003, in Bloomington, IN after
an extended illness.
A Mass of Remembrance was held on Saturday, November 15, 2003, at St. Paul's Catholic Center in Bloomington for
the former 8th District Congressman.
Following the service, all friends, family, supporters, and staff were
invited to celebrate Frank's life at the Buskirk-Chumly
Theatre
located in the Old Indiana Theatre building.
