Candidate Bio
- Kelly (Franz) Mitchell is a lifelong
resident of Warrick County. Her family was one of the first settlers in
Warrick County and she feels a strong sense of pride in and commitment
to the community. Kelly currently resides at 6633 Yankeetown Road,
Newburgh, IN and she believes she is a voice for the entire county as
she has grown up, lived, and/or worked in all sectors of Warrick County.
She graduated as valedictorian of her high school class and while
working full-time, Kelly went on to achieve a Bachelors of Social
Science, certification as a Professional in Human Resources, and a
Masters in Business Administration. Kelly has been employed for 21 years
at the private, nonprofit organization Southern Indiana Resource
Solutions (SIRS). For the past five years, she has served as President
of the company having responsibility for the development and oversight
of a $5-6M annual budget and administration of nearly 200 employees over
five counties in Southern Indiana. Prior to serving as President, Kelly
served as the Human Resource Director. Ms. Mitchell has training and
experience in budget development, Board governance, strategic planning,
grant writing, policy development, program/service development,
compensation and benefits planning, and administration of government
grants.
Kelly is the proud mother of Cody Franz and Tanner Mitchell. She has
been actively involved in their school and sporting activities for the
past 17 years. Kelly attends Living Hope Community Church. She is an
active volunteer in the Warrick County community.

Goals
- Ms. Mitchell believes that it will
take new vision with a well-developed action plan to achieve a Warrick
County where taxes are kept as low as possible while supporting
infrastructure and economic development strategies to attract and retain
businesses. Our county is growing and changing. Sound fiscal management
will be required to support the demands of continued growth. Residents
of the county expect good & dependable infrastructure (roadways,
water/sewer); reliable public protection (fire/police/health); efficient
& knowledgeable government; assistance for those in need; and reasonable
taxes.
Kelly states, The County Council must have experience and knowledge in
budget development & oversight, strong management and interpersonal
skills, and long-range vision and creativity to address dilemmas as they
arise. I firmly believe that personal bias and interests should not
affect the decision making of the Council. As the County Council holds
the financial powers of the county and serves as a check/balance to the
Commissioners, my goals are to use my knowledge, experience, and skills
to:
- Work As Financial Partner
in the County Strategic Plan to Promote Economic Stability in
Warrick County.
Improve County Revenue by Support of a Diversified Tax Base
Through Economic Development
Utilize Cost-Benefit Analysis and Long-Range Vision to Make
Sound Budgetary Decisions
Eliminate Waste Where Possible
Support Investment in Processes, Equipment, People, and
Partnerships that Improve Quality and Efficiency
while Reducing Long-term/Future Costs of Projects and Services Funded by
County Dollars
Collaborate With Commissioners, Economic Development, County
Officials, City/Town Governments
To Develop a Budget that Insures Adequate Public Health & Safety, Solid
Infrastructure, and Economic Growth
Increase Understanding of the Functioning, Demands of, and
Community Need for Units of Government and Services
Funded by the County and Use of this Knowledge to Improve Budgetary
Decisions
Research Methods to Improve the Process for County Departments
to Develop/Plan Budget Proposals
Work within the Restrictions of Available County Funds to
Promote Competitive Wages and Benefits for County Employees
through Comparative Shopping/Pricing (This would require solid
